Rio Vista Woman gets Prison Time

A Rio Vista woman who attempted to defraud the federal government recently received a 30-month federal prison sentence for tax evasion and failure to pay income taxes.

Beverly Harville, 50, of Rio Vista, California, was charged with five counts of tax evasion and ordered to pay more than $1 million in restitution after an investigation by the Internal Revenue Service revealed that Harvillehad embezzled nearly $784,000 while working as a payroll specialist/contract administrator.

According to the plea agreement, Harville worked as a payroll specialist/contract administrator for 21 years. As a trusted longtime employee, she had unfettered access to the business bank accounts of the unidentified company and a sister company. Harville also had access to the personal bank accounts of the owners of the companies.
In 2004, Harville began embezzling funds from the business accounts of both companies and the personal accounts of the owners, prosecutors said. She continued to embezzle from those accounts for five years, using a variety of schemes to facilitate and conceal her embezzlement; to wit, Harville took money from the companies’ bank accounts and then entered false vendor payments into the accounts payable system to account for the money she stole; Harville manipulated the companies’ payroll systems in order to steal fellow employees’ vacation accruals, which she would then convert to cash; Harville stole blank personal checks that she would account for as voids in the check registers, filling out the checks to herself and cashing them, investigators said. Harville used a system of multiple offset register entries to disguise the embezzlement when taking money from the personal accounts of the owners, they noted.

Harville worked at the same company for 21 years, building a high-level of trust, which earned her complete access to the company she worked for as well as a sister company.

The court ordered Harville to also pay restitution to the victims.
